邵阳，古称宝庆，从春秋战国建城至今已有2500多年历史，素为湘西南重镇，有“上控云贵，下制长衡”之称。
邵阳市现辖八县一市三区，人口750万，为湖南之最，面积2.1万平方公里，居全省第二。
邵阳人杰地灵，英才辈出。晚唐著名诗人胡曾、晚清最早提出“师夷制夷”的思想家魏源、民国时期再造共和的名将蔡锷等一批在中国历史上产生过重大影响的仁人志士诞生在这里。邵阳城区有双江交汇、两塔对峙、六桥飞虹等标志性景观，辖区内有“山水赛桂林”的崀山国家风景名胜区和国家地质公园，有全国七十二福地之一的武冈云山国家森林公园，有被誉为南方“呼伦贝尔”的城步南山。
邵阳资源丰富。矿产资源探明储量的有74种，金、锑、铁、锰、钨、石膏等储量居全省前列。传统名优产品如雪峰蜜桔、新宁脐橙、隆回“三辣”、邵东黄花、龙牙百合、武冈卤菜等享誉省内外。生猪、肉牛、鲜奶、桔橙、竹木、药材等农产品产量均排全省前3名。
邵阳产业基础完备，发展潜力巨大。全市已形成了机冶、食品、造纸、纺织、化学、医药、建材、能源八大优势产业集群。环市区宝庆科技工业园、湖南邵阳经济开发区、新邵县经济开发区等，基础设施日趋完备。
邵阳人口众多，市场广阔。2008年全市实现国内生产总值561.6亿元，完成全社会固定资产投资总额358.7亿元，社会消费品零售总额197亿元，城乡居民衣食住行，蕴藏巨大的消费潜力。

Shaoyang, once called Baoqing, has a long history of over 2500 years since it came into being from the Spring-Autumn & Warring period. It has always been the important city of southwest Hunan and the traffic port which lies in the road net center of Yunnan, Guizhou provinces and Changsha, Hengyang cities.
Shaoyang has now jurisdiction over eight counties, one county-level city and three districts with the total population of 7.5 million, taking the first in Hunan Province and a total area of 21,000 square kilometers, taking the second in Hunan Province.
Shaoyang is a remarkable place with generations of great minds, such as Huzeng, the famous poet in late Tang Dynasty, Weiyuan, the great thinker in late Qing Dynasty who advocated “boycott foreign invasion by learning their advantages”, Cai’e, the brave general in Democratic Republican Period etc. Shaoyang downtown is picturesque with following marked spots: two rivers converge, two towers confront, six bridges span Zijiang and Shaoshui Rivers. In its jurisdiction scope, there are many scenic spots, like Mountain Langshan, national scenic spot and geology park entitiled as “the mountains and rivers in Mountain Langshan are superior to Guilin’s “, Mountain Yunshan, national forest park and one of the 72 national places of perfect happiness, Mountain Nanshan, renowned as southern Ulanbar prairie.
Shaoyang is rich in natural resources. There are 74 kinds of surveyed minerals, the reserves of minerals such as gold, antimony, iron, manganese, tungsten and gypsum etc. rank the first in Hunan Province. Traditional high-quality farm products enjoy tremendous popularity in and out of Hunan Province, such as Dongkou Xuefeng mandarin orange, Xinning navel orange, Longhui chili, garlic, ginger, Shaodong day lilies ,Longya lilies and Wugang stewed food etc. The outputs of farm products, such as pig, beef, milk, navel orange , bamboo, woods and medicine etc. rank the third in Hunan Province.
Shaoyang has complete industry foundation and great development potentialities. Eight superior industry colonies as machine & metallurgy, food, paper-making, textile, chemistry, medicine, building material and energy. Baoqing Scientific and Technological Industry Garden, Hunan Province Shaoyang Municipal Economic Development Zone and Xinshao County Economic Development Zone etc., are perfecting their facilities.
Shaoyang has a great population and wide market. In 2008, GDP amounts to RMB 56.16 billion yuan, fixed assets investment amounts to RMB 35.87 billion yuan, consumption goods retail sales amounts to RMB 19.7 billion yuan, which possesses a large consume potentiality.
In recent years, the municipal committee and government have carried out the strategies of “prospering Shaoyang by developing industry” and “opening up to seek development in an all-round way”. In order to attract foreign investment, improve the environment, Shaoyang municipal committee and government have issued a series of preferential policies such as Decision on the implementation of the strategy of “prospering Shaoyang by developing industry”(Shaoyang municipality-issued document [2005]No.1), Rewarding methods to intermediators who introduce foreign investors to invest in industrial projects(Shaoyang municipality-issued document [2005]No.21) and Rewarding methods on major taxpayers in Shaoyang(Shaoyang municipal government office-issued document [2005]No.37) etc. Along with the implementation of strategies of “central section’s growing up in China” and “development in western areas in Hunan”, Shaoyang enjoys excellent development opportunities on the basis of unique location advantage, rich resources and low investment cost.
